The seminar was co-chaired by municipal Party Committee Secretary Nguyen Van Quang, Deputy Secretary cum People’s Committee Chairman Le Trung Chinh, the city’s Fatherland Front Committee Chairman Ngo Xuan Thang, and Director of the Planning and Land Resource Development Department under the Ministry of Natural Resources Dao Trung Chinh.
An overview of the seminar
In his opening speech delivered at the event, Secretary Quang highlighted the significance of the adjustments and supplementations to the Land Law. He remarked that the law covered and directly affected all political, socio-economic, national defence and security aspects and all people.
He said the collecting of ideas to the draft law aimed to promote people’s right to mastery, optimise the brainpower of people from all walks of life, create consensus among the community, and improve public awareness of perfecting the draft Land Law (revised) in line with the Party's guidelines. This will help ensure the synchronism, unity and feasibility of the legal system, meet the requirements of the country's progress in the new period, and create unity and consensus among locals.
Up to now, the collection of opinions about the draft law has basically conducted at authorities at ward, commune and district levels, plus departments, agencies and mass organisations at all levels.

During the event, participants gave their opinions on a wide range of issues, including the rights and responsibility of the State and citizens to land; the rights and obligations of land users; land planning and land use plans; and regulations on land reclamation and requisition.
